2027 Budget Will Outline Major Infrastructure Projects – Ato Forson

The Finance Minister, Dr. Cassiel Ato Forson, has announced that the 2027 Budget will outline plans for major infrastructure projects and policy initiatives aimed at creating jobs and driving the next phase of economic growth.

He said the Budget, which is expected to be presented to Parliament in the first week of November 2026, would also introduce fresh incentives to support businesses to expand their operations and venture into new areas.

Speaking in an interview with a Kumasi-based Ahenfia FM, Dr. Forson said the initiatives formed part of the government’s broader strategy to move the economy from stabilisation to stronger and more sustainable growth.

He explained that the government had spent the first two years of its administration focused on stabilising the economy and was now preparing to implement measures to stimulate economic activity and create more opportunities.

The Finance Minister said the government intended to invest about US$10 billion to stimulate economic activity, adding that details of the programmes and policies underpinning the investment would be contained in the 2027 Budget.

Dr. Forson has already begun engagements with key ministries, departments and agencies as part of preparations for the 2027 Budget hearings and the rollout of the government’s new economic programme.

The consultations will help the government identify priority sectors and investment opportunities capable of driving the next phase of economic growth.

Some ministries have already appeared before the Finance Ministry to justify their proposed expenditure for 2027.

The planned November presentation is in line with the public financial management framework. The Public Financial Management Act requires the Finance Minister to present the Budget for the following year to Parliament no later than November 15.

The timeline is intended to give Parliament sufficient time to scrutinise and approve the proposed expenditure before the start of the new financial year on January 1.

This will enable the government to obtain the necessary legal authority to undertake expenditure from the beginning of 2027.
