Citizen Requests 36 Companies’ Tax Records From GRA

Managing Editor of the Punch Newspaper, Ayisah Foster, has petitioned the Ghana Revenue Authority (GRA) through the Right to Information (RTI) Act to provide details of taxes it has received on behalf of the state from 36 companies starting from 2020 to 2025.

“Pursuant to Section 18 (Application to Access Information) of the Right to Information Act, 2019(Act 989), the Punch Newspaper respectfully through this letter is applying to the Ghana Revenue Authority (GRA) to provide Punch Newspaper with the details of the TAXES that the Ghana Revenue Authority on behalf of the STATE has received from the companies below from 2020-2025,” a letter addressed to the GRA dated May 10, 2026, and signed by the Managing Editor, Mr. Ayisah Foster, stated.

The companies are KGL Technology Limited, Onassis Sports Limited, Alpha Lotto Limited, Game Park Ltd, ENF Technology, Fortune Synergy, Afrilotto System, Blue Star Hi-Tech Co. Ltd, Luma Facilities Trading Ltd, Zeta Technologies Ltd, Global Fun and Luckweb.

Others are Wotriye, Fora Ltd, Wulucky Ghana Ltd, Lotto and Lotteries Company Ltd, Accurate Giant Company Ltd, Zinbax Construction Ltd, From Home Company Ltd, Obiri Asare and Sons Ltd., Glovita Lottery Ltd., Rand Lottery Ltd. and Sadaco-Hope Lottery Ghana Ltd.

The rest are Zacdow Company Ltd., Miwor Kakra Yebedi Nti Ltd., Makafui Mogyi Ltd., Super Intelic Ltd., Obeng Asare and Sons Ltd., Vision 2000 Lotto Company Ltd., SB Business Ventures, Best Chance Lottery Company, Diblo Lotto, Wulucky Ltd-6/59,   Lots-Services Ghana Ltd., SIMNET Ghana Ltd.  and TekStart Africa Limited.

In the letter, the petitioner requested detailed information on taxes, licence fees, revenues, penalties, lottery operations and financial performance covering the period from 2020 to 2025.

According to the petition, the information is being sought under Section 18 of the RTI Act, which grants citizens and institutions the right to access information held by public institutions.

In a separate application to the National Lottery Authority (NLA), Mr. Foster requested details of licence fees and revenues received from 33 lottery-related companies during the same period.

Beyond licensing information, the petitioner is seeking financial records relating to three technical service providers, Lots Services Ghana Limited, SIMNET Ghana Limited and TekStart Africa Limited, including the total amounts paid to them by the NLA between 2018 and 2025.

The application also seeks revenue figures generated through three USSD lottery platforms: *890#, reportedly operated by TekStart Africa Limited; *896#, linked to Alpha Lotto Limited; and *859#, associated with Onassis Sports Limited.

Mr. Foster further requested clarification on whether the companies were duly licensed to operate the respective mobile lottery platforms, and also asked the NLA to provide details of any sanctions or penalties imposed for alleged illegal operations of unlicensed operators.

The RTI request extends to the NLA’s historical financial records, including total current liabilities from 2012 to 2020, annual revenues generated from the 5/90 lottery over the same period, total prize payouts, and yearly prize-to-revenue ratios, commonly known as win ratios.

Additionally, the petitioner is seeking information on total commissions paid to marketing companies engaged in the sale of lottery products through kiosks and point-of-sale terminals on behalf of the Authority.

The petitioner also requested for revenues generated from live lottery draws conducted by Alpha Lotto Limited and broadcast on Ghana Television (GTV), and also requested details of revenue received by the NLA from the broadcasts, citing provisions of the National Lotto Act, 2006 (Act 722), and the Lottery Regulations, 2008 (L.I. 1948), which mandate the Authority to conduct and supervise lottery draws in Ghana.

The petitioner also challenged longstanding claims regarding the NLA’s financial contributions to the state, asking management to provide  documentary evidence to support assertions that the Authority generated annual revenues or profits ranging between GH¢500 million and GH¢3 billion for the Consolidated Fund between 2007 and 2020.

The application further sought details of licence fees and revenues generated from the mobile lottery platforms myalphaonline.com and theb2blotto.com between 2020 and 2025, as well as the identities of companies licensed by the NLA to operate the platform.
