Mahama Appoints Aziz- Bamba Acting DG Of Value For Money Office

President John Mahama has appointed private legal practitioner, Dr. Abdul-Baasit Aziz-Bamba as Acting Director-General of the Value for Money Office.

His appointment was announced in a statement issued yesterday by Felix Kwakye Ofosu, Spokesperson to the President and Minister of Government Communications.

Dr. Aziz-Bamba’s appointment was made pursuant to Article 195(1) of the 1992 Constitution and Section 14(1) of the Value for Money Office Act, 2026 (Act 1172).

He is expected to serve in an acting capacity pending receipt of the constitutionally required advice of the Governing Board, in consultation with the Public Services Commission.

Dr. Aziz-Bamba is a Harvard-trained lawyer who, until his appointment, served as a Senior Lecturer at the University of Ghana School of Law.

The Value for Money Office is mandated to ensure that every cedi of public expenditure serves the public good.

His appointment marks an important step towards operationalising the Office, strengthening scrutiny of public spending, curbing waste and ensuring that public expenditure delivers tangible benefits to Ghanaians.

Parliament has passed the Value for Money Office Bill 2026, in March this year, paving the way for the establishment of the Value for Money Office, a specialised institution tasked with enhancing efficiency, transparency, and accountability in public expenditure and procurement

Finance Minister, Dr. Cassiel Ato Forson, who presented the Bill in February, described it as a decisive move to tackle chronic inefficiencies in Ghana’s public financial management system.

“This Bill institutionalises a comprehensive value for money framework to ensure that every cedi spent by Government delivers maximum benefit to citizens in terms of economy, efficiency, effectiveness, equity, and sustainability,” he indicated.

He explained that the proposed Value for Money Office will function as a specialised and independent oversight institution with a clear technical mandate. The Office will conduct value for money assessments, issue mandatory Value for Money Certificates before major contracts are awarded, monitor compliance and enforce sanctions where violations occur.

Dr. Forson emphasised that the overarching objective of the Bill is to strengthen fiscal discipline, reduce waste, promote public confidence and reinforce the governance and accountability architecture of the country.
