Adu-Boahene Exposes National Security Ops, MPs Fingered

THE DECISION to charge the erstwhile Director-General of the National Signals Bureau (NSB), Kwabena Adu-Boahene for allegedly stealing state resources, has taken a dramatic turn as details have emerged about some sensitive expenditures bothering on national security operations.

The embattled businessman, who is currently in the custody of Economic and Organised Crime Office (EOCO), in his bid to clear himself and others of what he describes as false accusations and the deliberate misrepresentation of facts, has written to the National Security Coordinator to set some records straight.

Part of the letter and its attachments titled ‘Special Operations Expenditure Summary’ sighted by DAILY GUIDE, details millions of Ghana Cedis spent between 2020 and 2024.

It reveals a total of GH¢1.269 million paid to the Defence and Interior Committee and the Subsidiary Legislation Committee of Parliament as allowances in 2020/21 and 2024.

Interestingly, the memorandum also details a whopping GH¢8.3 million expenditure in September 2024 marked as Elections Specials Ops – Support for Opposition Party (Communications Equipment for election results collation).

The justification for this expenditure is stated as ‘Stability of Nation/National Cohesion/Political Impartiality’ but the recipient of this huge amount of state fund is ‘Classified.’

The Special Operations Expenditure Summary also details a total of GH¢5.135 million spent in December 2024 on items marked as ‘Special Ops – Logistics Vehicles; 2024 Nissan Patrol Platinum, 2024 Nissan Patrol Titanium, and 2022 Landcruiser GXR.

The recipient of these items is listed as ‘Special Aide to the President Elect.’

The expenditure also includes some GH¢520,000 paid to the National Security Coordinator in 2024 and the justification of the payment is stated as ‘Human Security Intervention’.

Some of the expenditures which bother on serious national security matters such as terrorism, elections funding, among others, have been omitted in this report.

Trial

The Office of the Attorney General has charged Kwabena Adu-Boahene and his wife, Angela Adjei-Boateng for allegedly stealing a total of GH¢49.1 million from the state.

The two, as well as Mildred Donkor and Advantage Solutions Limited are facing a total of 11 counts of conspiracy to commit crime, stealing, using public office for profit, money laundering and causing financial loss to the state.

The accused persons were hauled before a High Court in Accra in the late hours of Wednesday, April 30, 2025, where they all pleaded not guilty to the charges levelled against them.

Mr. Adu-Boahene is currently in the custody of Economic and Organised Crime after a High Court in Accra temporarily revoked his bail on ground that he is interfering with prosecuting witnesses.

 

Exposé

Although he is in custody, Mr. Adu-Boahene has managed to write to the National Security Coordinator expressing his frustrations with the Attorney General’s (AG) handling of the issues, and the fact that he and his wife have been branded as criminals.

In the letter which is copied to the National Security Advisor as well as the current NSB Director-General, Mr. Adu-Boahene states that “I cannot tell where the AG gets his theories from.”

He said, as the National Security Coordinator would have learned by now, the matter relates to transactions between the Special Services Account (Special Operations Account – “Coordinated Account”) and SPV account “BNC Communications Bureau,” duly authorised and created for the National Security exigencies of the time – and for which his wife (duly vetted) and the UMB were instrumental in facilitating.

“It is bizarre that the Attorney General attempts to link unrelated transfers, withdrawals, and refunds for Special Operations with assets we do not own and a few we own, which mostly predate the 2020 transactions he raised. A cursory look on the part of anyone would reveal these,” the letter pointed out.

He continued that he is also disturbed to note that the services of bloggers and social media influencers have been allegedly employed to post and run commentary on “these lies,” to amplify the matter and bring prominence to this malicious agenda against, not just our persons, but the National Security as well.

“As this ridiculous drama unfolds, some forty-nine (49) million Ghana cedis of Special Operations funds have now become the subject of court action, where my wife and I, as well as other affiliates, are being accused with charges including stealing and causing financial loss to the state,” he added.

Mr. Adu-Boahene gave the recipients his highest assurances that he and his wife would never steal public funds, “as is being deliberately and wickedly portrayed by the Attorney-General,” wondering how one could steal public funds in the manner being described by the Attorney General without being flagged by the Auditor-General.

“Further, I give you my highest assurances that Angela and I would never take what does not belong to us, even if privately arranged. We are full of content with the modest blessings God has given us.”

The letter also accused the Executive Director of EOCO, Raymond Archer of “deliberately misrepresenting or distorting the facts to the authorities, and in the process causing unnecessary sensation that could embarrass the government and National Security, and I am craving your urgent intervention to avert it before it becomes too late.”

Mr. Adu-Boahene signed off by sending his “best regards, from EOCO cells.”

 

Lawyers Concerned

Meanwhile, lawyers for Mr. Adu-Boahene and the other accused persons have written to the National Security Coordinator registering their displeasure of the exposure of National Security details in the ongoing trial.

The letter, signed by Samuel Atta Akyea, lead counsel for the accused, pointed out that the intended prosecution violates the Security and Intelligence Agency Act, 2020 (Act 1030) and the National Signals Bureau Act, 2020 (Act 1040).

“May we count on your usual sense of professionalism in your evaluation and the proffering of the critical understanding of the matters therein contained,” the attached memo under the hand of Mr. Adu-Boahene added.
