The Kingmakers and Abene Council of Kwahu Traditional Area have petitioned the Commission on Human Rights and Administrative Justice (CHRAJ) to investigate conflict of interest, abuse of office and administrative injustice engaged in by Daasebre Akuamoah Agyapong II, former Board Chairman of the Agricultural Development Bank (ADB).

The petition was signed on December 22, 2025 by Nana Sagu Osei, a partner at Kulendi @ Law acting as solicitors for Nana Simpe Owiredu III, Abene Krontihene, Kingmaker and Head of Abene Council of Kwahu, Nana Asiedu Kwabeng IV, Kwahu Akyeamehene, Kingmaker and member of the Abene Council of Council of Kwahu.

It said the petition sets forth the material facts and provides basis for the intervention of the Commission.

ā€œOur client invokes the investigative mandate of your office pursuant to Article 218 of the 1992 Constitution and section 7 of the CHRAJ Act, 1993, (Act 456) which empowers the Commission to investigate allegations of conflict of interest, abuse of office, unfair treatment and breaches of administrative justice by public officers,ā€ the petition said.

ā€œIt is our considered opinion that the allegations contained in the petition meet the threshold requiredĀ  for the intervention of your office to ascertain whether orĀ  not respondent to our clients’ has engaged in conduct which offendsĀ  the code of conduct expected of public officials,ā€ it stated.

 

Background

Daasebre Akuamoah Agyapong II was appointed as the Board Chairman of ADB in 2021. The petitioners alleged that Ghanaian businessman Collins Darkwah Aboagye, Director of PRABHAT Trading Ltd, applied for an export credit facility from ADB but faced delays.

In early 2022, he sought help from the Abetifi Ankobeahene, Nana Anim Dwumfuor II, who arranged a meeting with then ADB Board Chairman, Mr. Asante Boadi.

According to the petition, Mr. Asante Boadi agreed to help him acquire the loan but imposed a condition to take GHĀ¢50,000 payment for facilitating the application, and a GHĀ¢2 million ā€œloanā€ to him when the loan is subsequently approved.

The petitioners alleged that Mr. Darkwah Aboagye upon receiving the loan, paid GHĀ¢50,000 to the then ADB Board Chairman in the presence of the Kwahu Abetifi Ankobeahene as a ā€œfacilitation fee.ā€

They further alleged in the letter that Mr. Asante Boadi continuously contacted Mr. Darkwah Aboagye urging him to give him the GHĀ¢2 million he requested as part of conditions in using his office to facilitate the loan for him.

According to the chiefs, the petition arises from substantiated institutional findings including regulatory intervention by the Bank of Ghana and subsequent destoolment of Mr. Asante Boadi by the Abene Council and the Kwahu Traditional Council.

In the said petition letter to the solicitors, the chiefs stated that, Mr. Darkwah Aboagye alleged that Mr. Asante Boadi had extorted money from him and, therefore, pleaded with the President of Ghana to restrain him from using his office as the former Board Chairman of ADB to intimidate him in an attempt to retrieve the money he loaned to him.

ā€œThe President of Ghana by a letter dated October 4, 2024, asked Mr. Asante Boadi to submit his response to the Petition of Mr. Darkwah Aboagye to the Office of the President 7 days to receipt of the said letter,ā€ it added.

The chiefs, in the letter, also alleged that the Bank of Ghana after conducting its own investigations of alleged extortion by Mr. Asante Boadi, concluded that the conduct of Mr. Asante Boadi has tarnished the image of ADB and, therefore, directed him to resign.

In compliance with the directive of the Bank of Ghana, Mr. Asante Boadi resigned as a Director and Board Chairman of ADB effective October 11, 2024.

The letter further indicated that Mr. Darkwah Aboagye, in the allegation, provided details of claims of extortion to the kingmakers, who subsequently destooled Daasebre Akuamoah Agyapong II.

ā€œSubsequently, the Abene Council, by a letter dated Ā October 24, 2024 and titled Notice of Destoolment of Daasebre Akuamoah Agyapong II, informed the Minister for Chieftaincy and Religious Affairs, the Kwahu Traditional Council as well as the National and Eastern Regional House of Chiefs of the destoolment of Daasebre Akuamoah Agyapong II as the Kwahumanhene,ā€ it disclosed.

The said letter stated that the destoolment of Daasebre Akuamoah Agyapong Ā II was necessitated by the allegations of extortion made against him by Mr. Darkwah Aboagye and the subsequent admissionĀ  of the allegations.

It said the events taken together depict a pattern of conduct that is ā€œinimical to the public interest and repugnant to the ethical foundation of Public Administration in Ghana.ā€

The petitioners are, therefore, requesting among other things that CHRAJ conduct a full administrative enquiry into the conduct of Mr. Eugene Asante Boadi with respect to the monies he demanded and received from Mr. Darkwah Aboagye while acting in the capacity of Board Chairman of ADB.

ā€œMake a formal determination as to whether or not the actions of Mr. Eugene Asante Boadi amount to conflict of interest, abuse of office and administrative injustice,ā€ it added.

CHRAJ, in a letter dated December 22, 2025, and signed by the Principal Registrar of the Commission, Daniel Afetsi, acknowledged receipt of the complaint brought and promised to revert.
