GHANA RISKS terrorist attacks if it does not take urgent steps to address the breakdown in its security hierarchy and structures.
Security Analyst, Dr. Emmanuel Kwesi Aning made this known when he appeared before the Justice Emile Short Commission of Inquiry probing the Ayawaso West Wuogon by-election shooting incident.
According to him, the national security architecture in Ghana has broken down and that poses terrorism threat.
He said it was as a result of a breakdown in security structure in Burkina Faso that terrorism has fueled.
He said about 2/3 of Burkina Faso has been overtaken by terrorists and “they are coming down south.”
He stated that “we are seeing the reflection” in Ghana.
Dr. Aning was responding to a question from the Chairman of the Commission on what could be done in the short term to address the vigilante menace as Ghana heads to election in 2020.
He stated that in the short term, Ghana should focus on bringing back its security structures in alignment.
According to him, “we need to recreate that sense of hierarchy, of order, of command and control.”
He noted that “the first step is to bring back sanity into our security system.”
“Turning the Security Council into an independent quasi security force does not inure to the benefit of Ghana,” he said, making reference to the Ayawaso West Wuogon by-election violence.
He questioned the source of funding of the various political vigilante groups in the country.
He also questioned the code of conduct and operating procedures of uniformed security operatives and those not uniformed.
