FBI Trains Ghana Police On Transnational Crime

THE US Federal Bureau of Investigation (FBI) is conducting an intensive training programme for 40 officers from the Ghana Police Service’s Criminal Investigation Department (CID) and Police Intelligence Directorate (PID) in Accra.

The 10-day initiative focuses on intelligence gathering, operational planning, undercover operations, and proactive threat identification.

It also focuses on moving Ghana’s traditional policing away from reactive measures towards anticipating and disrupting criminal activities before they occur.

The US Embassy, Accra, in a post on X, relayed that a squad of specialist instructors from the Federal Bureau of Investigation is presently facilitating an educational curriculum for the Ghana Police Service, designed to enhance their capacity to mitigate the threats posed by transnational criminal syndicates and violent extremist organisations.

Speaking alongside the Inspector General of Police, the US Embassy’s Acting Deputy Chief of Mission stressed that the training provides “real-world law enforcement tools that protect lives and national security; a secure and stable environment promotes economic growth and creates conditions where citizens and businesses can thrive.”

Inspector General of Police, Christian Tetteh Yohuno, praised the training as an important step towards positioning the Ghana Police Service as a contemporary, intelligence-driven agency capable of proactively preventing and disrupting criminal activity.

“Indeed, the vision of the Ghana Police Service is to become a world-class police institution, steadily performing under a transformational leadership framework that prioritises professionalism, discipline, innovation, and service to the people,” the IGP stated.

The IGP also noted that participants of the training are expected to return as “force multipliers” capable of improving intelligence collection, strengthening analytical capacity, and improving inter-agency coordination in the security sector.

The FBI’s training in Ghana is a direct response to Ghana becoming a major hub for transnational romance scams and business email compromise (BEC) fraud targeting Americans.

In August 2025, Ghana extradited three nationals – Isaac Oduro Boateng aka “Kofi Boat”, Inusah Ahmed aka “Pascal”, and Derrick Van Yeboah aka “Van” – to the US – The Department of Justice (DOJ) alleges they led a Ghana-based criminal organisation that ran romance scams and BEC schemes from 2016-2023.

Abu Trica, born Frederick Kumi, was also arrested in Ghana in December 2025 for allegedly defrauding elderly victims of over $8 million since 2023.  He allegedly used artificial intelligence (AI) to create fake identities, built romantic relationships online, and requested money for “medical needs, travel expenses, investment opportunities.”
