Parliament Approves Over GH¢5.5bn For Key Ministries

Parliament has approved budgetary allocations for three key ministries, totaling over GH¢5.5 billion for the 2025 financial year.

The approved funds will support the operations and projects of the Ministries of Environment, Science and Technology; Energy and Green Transition; and Roads and Highways for this year.

The Ministry of Environment, Science, and Technology has been allocated GH¢985,250,406, aimed at strengthening environmental protection, advancing scientific research, and fostering technological innovation.

The Ministry of Energy and Green Transition will receive GH¢1,280,905,335 to support sustainable energy initiatives and the country’s transition towards cleaner energy sources.

A significant portion of the approved funds, GH¢3,244,979,700, has been allocated to the Ministry of Roads and Highways for infrastructure development, maintenance, and road expansion projects across the country.

The approved amount will be sourced from three main funding streams, according to the Minister of Roads and Highways, Kwame Governs Agbodza.

He mentioned that GH¢2,405,698,193 would be sourced from the Government of Ghana (GoG), GH¢54,762,508 from Internally Generated Funds (IGF), and GH¢784,519,000 from Development Partners.

According to the 2025 Budget Statement and Economic Policy, the funds will be disbursed under three key expenditure categories, namely employees’ compensation, goods and services and capital expenditure.

For compensation of employees, GH¢126,872,669, was allocated for it, while the goods and services received GH¢49,406,052, and capital expenditure got GH¢2,275,132,105.

 

2024 Roads Ministry Budget

The sum of GH¢3,244,979,700 is less than the amount approved for the 2024 Roads Ministry budget.

However, a review of the 2024 budget performance of the Ministry of Roads and Highways shows a significant increase in expenditures compared to initial allocations.

The Ministry received releases far exceeding the appropriated amounts, with Compensation of Employees hitting GH¢109,758,363.07 as against an appropriation of GH¢100,466,597, representing 109.25% disbursement.

On goods and services, GH¢68,914,930.78 was released, significantly surpassing the approved GH¢38,350,581, marking 179.70% expenditure.

For capital expenditure, the initial allocation of GH¢4,474,744,609 went up to GH¢17,772,556,796.02, amounting to 397.17% of the original budget.

 

2025 Budget Approval

The approved 2025 budget is expected to fund major road projects, enhance connectivity, and improve transport infrastructure nationwide.

The Minister said the government aims to ensure effective utilisation of the allocated funds to address road maintenance backlogs and accelerate the completion of ongoing projects.
