The Public Utilities Regulatory Commission (PURC) has directed Ghana Water Company Ltd. (GWCL) to restore water supply to all affected customers in Kumasi and surrounding areas with immediate effect.
A statement issued and signed on Monday, December 16, 2024 by the Executive Secretary of the Commission, Dr. Ishmael Ackah said the Commission has taken notice of reports of curtailment of water supply by the company to the Greater Kumasi area comprising Bantama, Santasi, Ridge Atonso, since Friday December 13, 2024.
It said, “The situation is unacceptable and undermines the fundamental right of access to clean and safe water for all citizens. Public Utility disconnection procedures interruptions and denial of services are governed by Regulations 2, 3 (d) & (e) and 4 of the Public Utilities Regulatory Commission (Consumer Service) Regulations 2020 (L. I. 2413)”
“Subject to these regulations, a public utility shall not deny the right of access of a consumer to a service except for stated reasons which are subject to review in accordance with the guidelines of the Commission,” it added.
It said a utility provider is expected by law to use appropriate channels to address any challenges without punishing consumers, thus, the denial of water supply does not only affect the daily lives of residents but also poses significant health risks.
According to the Commission, Ghana Water shall also submit a detailed report on the reasons for the service interruption and measures been taken to prevent such occurrences in the future and also directed the company to engage with affected communities by providing them alternative supply.
“The Commission will monitor the situation closely and take further action if necessary to protect the interest of consumers,” it added.
