Paul Adom Otchere and Kissi Agyebeng
The Office of the Special Prosecutor (OSP) has detained former Board Chairman of Ghana Airports Company Limited (GACL), Paul Adom-Otchere and two other persons over a revenue assurance audit contract.
The two other persons are Otchere Kwame Baffour Awuah, Group Executive, Commercial Services, GACL and Albert Adjetey Adjei-Laryea, CEO of Devnest Systems.
Information available indicates that the suspects have been detained that at the Blue Gate, a National Security facility.
The three were invited for questioning by the OSP in relation to the contract in which the Office says it is examining possible procurement breaches, including a sole-sourced contract awarded to a company other than the one approved by the GACL Board.
The OSP says Mr. Adom-Otchere is under investigation in connection with a revenue assurance contract between the Ghana Airports Company Limited and a private firm owned by the proprietor of Strategic Mobilisation Ghana Limited (SML).
The three have been formally charged by the OSP and were granted bail, but the OSP says they have not been able to meet the terms of the bail.
The OSP, in a statement yesterday, indicated that Mr. Adom-Otchere was required to present two landed properties (of no specific value) registered in his name.
“However, he has informed the OSP that he does not own landed property in Ghana. As a result, he remains in custody until the bail terms are satisfied,” the statement added.
Invitation
Paul Adom-Otchere, was invited by the OSP for questioning over the revenue assurance audit contract.
The ‘Good Evening Ghana’ host had confirmed the invitation in an interview with Myjoyonline and also indicated that he was scheduled to meet the OSP yesterday, July 31, 2025 at 3pm.
The media personality had described the invitation as a ‘witch–hunt’, and insists that he had no direct involvement in the signing of the contract under investigation.
He expressed shock that he, as former Board Chairman, is the target of the investigation into matters resulting from management decisions when members of the management team and the managing director are all available.
“My initial reaction would be that there’s a witch-hunt. I just hope that I’m wrong because the issues that are being investigated are purely management issues. It’s not really a Board Chairman issue,” he said.
Mr. Adom-Otchere had disclosed that his legal team had written to the OSP requesting a rescheduled appearance date of Monday, August 4.
This, he said, was due to ongoing court proceedings in Kumasi, the Ashanti Regional capital. He expressed his willingness to cooperate with the OSP.
No Payment
A source familiar with the situation has told DAILY GUIDE that Mr. Adom-Otchere did not sign the agreement in question, and that the contract was approved by the Public Procurement Authority (PPA).
“No payment was made. To date, no payment has been made for anything,” the source stressed, adding that Mr. Adom-Otchere was in office for only one month after the agreement was signed by the Managing Director.
