The Commission on Human Rights and Administrative Justice (CHRAJ) has reminded former Board Chairman of Agricultural Development Bank (ADB) PLC, Eugene Asante Boadi, to submit his response to a petition filed against him by two Kwahu traditional leaders over allegations of conflict of interest, abuse of office and breaches of the code of conduct for public officers.
In a letter dated May 28, 2026, and signed by Nana Yamfoah Amua-Sekyi, Director, Administrative Justice Department, for the Commissioner of CHRAJ, the Commission said it has not yet received Mr. Boadi’s comments on the allegations and subsequently gave him 10 days upon receipt of the reminder to respond.
The letter, titled, “Reminder to Request for Comments on Complaint,” stated that the request for a response was in accordance with Section 14 of the Commission on Human Rights and Administrative Justice Act, 1993 (Act 456), Regulation 3 of the CHRAJ (Investigations Procedure) Regulations, 2010 (C.I. 67), and the principles of natural justice.
“We refer to our letter dated April 27, 2026 on the above subject, which invited you to submit your comments regarding the allegations made against you.
“However, the Commission is yet to receive your comments or response. You are therefore reminded to submit your comments or response to the allegations within 10 days upon receipt of this letter,” parts of the letter read.
CHRAJ further cautioned that failure by Mr. Boadi to respond within the stipulated period would not prevent the Commission from proceeding with its investigations.
“Please be informed that in the event of your failure to submit your comments on the above subject matter to the Commission by the said date, the Commission shall proceed with investigations without further recourse to you,” the reminder stated.
The petition before CHRAJ was filed by Nana Simpe Owiredu III, Abene Krontihene, Kingmaker and Head of the Abene Council of Kwahu, and Nana Asiedu Kwabeng IV, Kwahu Akyeamehene, Kingmaker and Member of the Abene Council of Kwahu.
The two chiefs petitioned CHRAJ on December 22, 2025, requesting investigations into allegations of conflict of interest, abuse of office and administrative injustice involving Mr. Eugene Asante Boadi, who is also known traditionally as Daasebre Akuamoah Agyapong II.
In their petition, the chiefs alleged that the matter arose from claims by Mr. Collins Darkwah Aboagye, Director of PRABHAT Trading Limited, that Mr. Boadi, while serving as Board Chairman of ADB, demanded and received money in connection with a credit facility application by the company.
The petitioners alleged that Mr. Darkwah Aboagye received an ADB credit facility of GH¢12 million and claimed that Mr. Boadi demanded GH¢50,000 as a “facilitation fee” and another GH¢2 million, from the total amount which was allegedly described as a “loan.”
The chiefs further stated in their petition that the allegations had earlier led to interventions by the Bank of Ghana and the Kwahu Traditional Council.
They aver that the conduct of Mr. Boadi led to his resignation as the Board Chairman of ADB and his destoolment as a traditional leader.
They asked CHRAJ to determine whether Mr. Boadi, while serving as Board Chairman of ADB, breached the code of conduct for public officers, engaged in conflict of interest, abused his office or committed acts of administrative injustice.
They are also asking CHRAJ to investigate whether Mr. Boadi, during his tenure as the Board Chairman of ADB, engaged in activities or exhibited a conduct that breached the code of conduct expected of public officials.
The petitioners also urged CHRAJ to conduct a full inquiry, publish its findings and recommendations, and, if necessary, refer the matter to the Office of the Attorney-General or the Office of the Special Prosecutor for further investigations.
Mr. Boadi is yet to submit his response to the petition, according to the CHRAJ reminder.
The Commission is expected to proceed with its investigations based on the available information, if he fails to respond within the period stated in the reminder.
