Ghana Advances Public Accountability Through IPSAS Implementation

The Controller and Accountant-General, Mr. Kwasi Agyei, has reaffirmed Ghana’s commitment to enhancing public financial transparency and accountability through the full implementation of the International Public Sector Accounting Standards (IPSAS).

Mr. Agyei made this known at the 2025 Controller and Accountant-General’s Department (CAGD) annual conference held at Ho Technical University under the theme: “Enhancing Public Financial Management Excellence.”

Mr. Agyei underscored the Department’s significant progress in modernising Ghana’s financial reporting systems.

He noted that the adoption of IPSAS has not only improved the quality and scope of reporting in the traditional areas of Revenue, Expenditure, Assets, and Liabilities (REAL), but also enabled the recognition and disclosure of specialised accounting domains. These include Service Concession Arrangements (Public-Private Partnerships), Secured Bonded Warehousing, Contingent Assets and Liabilities, Gold Royalties, Biological Assets, and Post-Employment Benefits Obligations of the Government.

Mr. Agyei emphasised that these advancements are being achieved in collaboration with key stakeholders, and demonstrate the Department’s ongoing efforts to strengthen public sector financial governance in line with international standards.

The Controller and Accountant-General also encouraged participants to uphold the core values of integrity, transparency, and professionalism in public financial management as a foundation for sustainable national development.

Mr. Agyei acknowledged the Department’s responsibility in safeguarding Ghana’s public finances, especially in the face of rising expenditures and global economic uncertainties.

He further stated that the Department had taken bold steps to sanitise the Government of Ghana Payroll, including the suspension of salaries for over 4,000 employees due to discrepancies in their identification credentials.
