The recent declaration of the formation of a parallel government in Sudan by the Rapid Support Forces’ militias (RSF) has incurred condemnation from both regional and international community.
The African Union (AU), the League Of Arab States, the International Conference Of The Great Lake Regions (ICGRL) and the United Nations (UN) have all taken a swipe at the announcement.
The Executive Secretariat of the ICGRL of which Sudan is a part has especially expressed concern about the illegitimate declaration by the RSF militias and its civilian affiliate “Ta’sis”concerning the formation of the so-called rival government action which the government of Sudan welcomes.
A statement issued by the Government Of Sudan points out that the ICGRL rejects the unilateral action by the RSF which it adds poses danger to the sovereignty of Sudan.
The ICGRL the Sudanese government stated has asked for support for the legitimate institutions in the country to ensure a peaceful transition to democratic governance. To the international community the IGGL demanded robust support to the government of Sudan in its quest for lasting peace in the country.
The Secretariat the statement went on welcomed the steps being taken by the Sudanese government towards the formation of a civilian government as foundation for peace, security and long-term stability.
The Sudanese government has reiterated its commitment towards cooperating with regional and international organisations towards the attainment of lasting peace and stability in the country.
The RSF militias are obsessed with dividing the Sudan into two their war against the legitimate government in Khartoum still raging.
The government of Sudan has taken a swipe against the intention of the rebels to form a rival government and in this way creating another country from the status quo.
It is the duty of every legitimate government to ensure the intactness of the nation entrusted to them to manage.
The war which commenced in April 2023 continues to exact suffering on the people of this great country some of whose nationals have had to seek refuge in neighbouring countries.
All efforts at resolving this war have yielded nothing positive because of the absence of commitment for peace on the part of the rebels who there is no doubt could not care a hoot about the suffering about the people they claim to love. The Ministry of Foreign Affairs strongly condemns and denounces, in the strongest possible terms, the action taken by the terrorist Rapid Support Forces (RSF) militia in announcing a fictitious government, falsely claiming to have allocated governmental positions to manage the affairs of Sudan. This move reflects a complete disregard for and insensitivity to the immense suffering inflicted upon the Sudanese people by this terrorist militia, which has subjected them to all forms of violence, brutality, and torture.
The Ministry affirms that the RSF’s propaganda campaign on social media to present a fictitious government is clear evidence of the militia’s defeat and retreat at the hands of our valiant Armed Forces, in all their formations and military structures. The involvement of certain civilian entities in this fictitious declaration exposes the true face of these alliances and confirms their complicity in the conspiracy that was meticulously coordinated with the terrorist militia to seize power by force on the morning of April 15, 2023.
In a related development the Government of Sudan has condemned the approval and facilitation by the Republic of Kenya of preparatory meetings held by the rebel militia in Nairobi to announce its illegitimate government.
This the Sudanese government states “constitutes a blatant violation of Sudan’s sovereignty and a breach of the principle of non-interference in internal affairs. It also contradicts the principles and charters of the United Nations, the African Union, and IGAD, all of which support the unity and territorial integrity of Sudan.”
The Government of Sudan has therefore called on all neighboring countries, the international community, regional and international organizations, governmental bodies, and other relevant entities to denounce this declaration.”
The government has also urged them the countries not to recognize or engage “with this illegitimate entity announced by the terrorist militia. The Government further emphasizes that any form of interaction with this declaration will be considered a direct assault on the legitimate Government of Sudan and its sovereignty over all of its territory, as well as a flagrant violation of the rights and resources of the Sudanese people.
The Sudanese government has also welcomed the statement issued by the Peace and Security Council of the African Union which expressed an unambiguous rejection of the illegitimate declaration by the RSF militia.
The Council’s statement the Sudanese government points out is a reaffirmation by the African Union’s form commitment to the sovereignty, unity and territorial integrity of Sudan. To all African Union members the government of Sudan has called on them to and the international community at large to withhold recognition to the so-called parallel government.
The UN’s Secretary General who condemned the declaration described it as escalatory and counterproductive to efforts aimed at restoring peace.
The UN reaction has been described by the Sudanese government as “a clear expression of international and regional support for the legitimate government of Sudan and a reaffirmation of the UN’s commitment to the principles of international law and the preservation of state sovereignty and institutional legitimacy.”
The League Of Arab States has also rejected the so-called parallel government as announced on 26 July 2025.
The League in its statement “unequivocally rejected the formation of any parallel or alternative government structures outside the constitutional and legal framework of the Sudanese State.”
The League warned about grave implications such actions could have on peace, stability and security in the region and cautioned against continued efforts aimed at undermining Sudanese State institutions.
The League’s reaction according to the Sudanese government is a reflection of tits positive engagement in matters pertaining to peace and stability in Sudan and as a sign of its genuine commitment to the collective role of Arab States in promoting regional security and stability.
