$2.2bn Eastern Rail Project Kicks Off

Investors, who are to construct the $2.2 billion Eastern Railway line, have expressed their readiness to commence work as soon as possible.

The investors are under the Ghana-European Railway Consortium in which the Government of Ghana is to take a minority stake.

This came to light at the launch of the commencement of negotiations on the concession agreement for the Eastern standard gauge on Thursday, April 4, 2019, at Peduase, near Aburi in the Eastern Region.

There are expected to be 24 passenger trains and six freight coaches after completion of the 340-kilometre railway project.

The Eastern Railway line, which links Accra, Tema and Kumasi, is expected to boost economic activities especially at the Boankra Inland Ports after completion.

The construction is expected to last three years, and the consortium hopes the project will be a shining example of Ghana-German Corporation.

The German-European Railway Consortium, which is undertaking the project, has pledged to start work in earnest.

There would be six main stations, 34 sub-stations on the track, which is a double line. The consortium hopes to recoup its investment within 27 years after the construction.

Minister for Railway Development, Joe Ghartey, said the project is a Build, Operate and Transfer (BOT) deal.

He stated that “the railway that we are seeking to build is a modern one, and I believe strongly that the railway sector will transform our nation in ways that you and I have not thought about yet.”

Approval

The elated minister indicated that the outcome of the negotiations would be forwarded to Cabinet for approval and afterwards sent to Parliament.

A member of the consortium, Heinz Kroczek, described the project as “a nation-building project.”

During the construction phase, he said that about 5,000 jobs would be created and an additional 3,000 jobs are expected to be created after completion.

Aside from the 8,000 jobs linked to construction and post construction, an additional 540 jobs are to be created through the establishment of rail slippers factory which is expected to manufacture 1,000 slippers daily.

He said Ghanaians would be trained in Germany as part of the deal.

History

The last time a train travelled from Kumasi to Accra was in 2001.

The Eastern line and the whole railway sector were dormant until the New Patriotic Party came to power in 2017.

During his third State of the Nation Address (SONA) on February 21, 2019, President Akufo-Addo announced that a total of $1 billion had been allocated to the development of the sector, with $500 million of that amount expected to go the Western line and $500 million for the Kumasi-Paga stretch.

Minister for Planning, Prof. Gyan Baffour, explained that government intends to revamp the rail sector in the country.

He indicated that enhanced and integrity transport network is essential for economic transformation and mobility.
