A Turkish company based in Ghana, Arsan Group, has accused Ghanaian businessman Joseph Siaw Agyapong, CEO and owner of Zoomlion of allegedly using landguards and rogue elements of National Security to attack and destroy its residential property development in Borteyman, a suburb of Accra.
According to Arsan, their flagship project, which is meant to be an over 400-unit residential development in Borteyman which is meant to bring over $135 million in foreign investment into Ghana and create an excess of 1,500 jobs over the course of the development, has been fraught with repeated attacks and sabotage by persons they believe to be linked to Zoomlion and Mr. Siaw Agyapong.
Agents for Zoomlion denied knowledge of the attacks when asked for comments. The issue has since been reported to the Ghana Police, Ministry of Interior and Ministry of Foreign Affairs for investigation.
Arsan Group is a Turkish company with global interest in agriculture, mining and real estate. According to a representative from Arsan, they have been operating in Ghana since 2022, after deciding to diversify their international investment portfolio to include Ghana and Angola. They opened Arsan Ghana and have been investing in various real estate projects in Accra since then.
Agents for Arsan claim that over the past three years of operating in Ghana, their site in Borteyman has been attacked several times during the night by dozens of armed men, some of whom claimed during the raids to be from National Security, thereby rendering Arsan’s security services helpless to the attacks. According to them, despite several petitions for security assistance, it allegedly seems that there is some party with obvious ‘connections’ to the country’s security agencies that are working to frustrate the project.
Arsan Group stated that they had been engaged by the bona fide owners of the land, Terraform Development Limited and Royal Bell Limited to undertake a joint venture project where they are to build some 400 residential units for Ghanaians. After all their due diligence and being satisfied with the land ownership documents presented by the property owners Terraform Development, they proceeded to design and construct the project.
Unfortunately, ever since the start of construction, the site has been invaded several times with their fence wall being razed down on four separate occasions.
Despite having a legitimate title and court ordered ownership of the land, some unknown persons who repeatedly claimed that the whole area belongs to Mr. Joseph Agyapong Siaw of Zoomlion, have persistently attacked the project, most recently of which was on March 26, 2025.
According to the Site Manager for Arsan Group, Justice Mensah, on March 26, at about 12.30am midnight, what seemed like several dozen armed men on motorbikes and vehicles entered their walled and gated site from both the front and rear entrance gates.
These men, he said, arrived with four bulldozers and proceeded to break down all the fence walls, offices and construction that had been undertaken. Over the next two hours, they brutally assaulted all the workers on site, stealing their phones, laptops, office air-conditioners and any equipment they could find. They also disconnected and stole the CCTV cameras and hard drives.
Mr. Mensah further claimed that they then proceeded to use the bulldozers to tear down all the erected buildings, causing according to him, millions of dollars in damage. They then promptly left before any of the police agencies could respond to calls for assistance.
Arsan Group expressed concern about going back to the site and how this affects not only their appetite to continue the investment in Ghana, but other investors who will see such lawless acts as a major deterrent from considering Ghana as an investment option.
They stated that they hope the government through its statutory law enforcement agencies will investigate the matter thoroughly and apprehend all those responsible for the damage caused.
Arsan Group also says they will be reporting the issue to the Turkish Embassy.
