Presidential Advisor on the 24-Hour Economy policy of the National Democratic Congress (NDC), Goosie Tanoh, has said that government cannot be compelled to run a shift system unless economic conditions make it viable.
Speaking in an interview with the state broadcaster, GBC, he said that “if an economy is operating at full capacity, nobody is going to tell the industry to do a shift system. It is a function of the investment regime that allows companies to take the decision. Companies make decisions based on cost and revenue. Companies operate on the marginal.
Continuing, he said, “if the marginal cost of hiring more people and producing the next unit of output is less than the marginal revenue, they are not going to do it.”
According to him, “You cannot force anybody to do the 1:3:3. What you need to do is to create the environment that allows them to do so.”
