Chieftaincy Crisis Looms At Ningo

After the ruling by the Greater Accra Regional House of Chiefs on the Ningo chieftaincy dispute, two factions involved in the feud are in jubilant mood, as each faction claims it has won the case which has been pending several years now.

This and other reasons are raising fear and panic in the area due to a possible crisis.  Both factions have written to the Ningo-Prampram District Security Council (DISEC) to provide them with security to install a paramount chief for the area.

Some letters addressed to the Ningo-Prampram DISEC titled ‘Outdooring of Nene Osrogbo Djangmah XIV, the Paramount Chief of Great Ningo Traditional Area,’ stated: “I am directed by the Ag. President Nene Kanor Atiapah III of this council to inform you that on Monday, 19th November, 2018, final verdict was given by the Regional House of Chiefs, Dodowa, concerning the Ningo Paramountcy which has been vacant about thirteen (13) years now. The verdict was in favour of Loweh Adainya. As customs demand, outdooring . . . will take place on Friday, 30th November, 2018, at 9:00 am . . .”

Within that same week, another clan, Tei Doku Aguda Royal House, wrote a letter to DISEC headlined “Notification: Installation of Nene Tei Doku Aguda IV as Paramount Chief of Great Ningo Traditional Area”.

It stated: “In reference to the judgment delivered in favour of TEI Doku Aguda Royal House, Gate 2, by the Judicial Committee of the Greater Accra Regional House of Chiefs at Dodowa on Monday, November 19, 2018, Suit Number P.4 2005 between Nuumo Osroagbo Djangmah substituted by Numo Sobuabeh Oroagbo versus Numo Tetteh Huago substituted by Kweinortey Addo Huago.

“The Kingmakers of Tei Doku Aguda House, Gate 2, has installed Nene Tei Doku Aguda IV as the new paramount Chief of the Great Ningo Traditional Area on Tuesday, November 27, 2018.”

As a result, DISEC has written to the Greater Accra Regional House of Chiefs to clarify the ruling concerning the chieftaincy dispute at Ningo.

The District Chief Executive (DCE) of the Ningo-Prampram Prampram District Assembly, Jonathan Paa Nii Doku, told a section of the media that the Regional House of Chiefs has been consulted for the interpretation of the ruling on the protracted chieftaincy case.

According to the DCE, since each faction claims it has won the case it is relevant to consult for interpretation.

The DCE said that DISEC responded to their letters, informing them that their request did not comply with the Public Order Law which enjoins organisers of public gatherings to inform the police at least five days prior to the programme.

According to him, DISEC further told them that both factions could not win the same case therefore DISEC would not allow any of them to install a chief until an interpretation had been received on the judgment, adding that as it stands now “no chief has been installed at Ningo”
