NATIONAL PRESIDENT of the National Service Personnel Association (NASPA), Ekow Vincent, has alleged that the Acting Director of the National Service Scheme (NSS), Dr. Michael Kpessa-Whyte, is hurriedly and illegally recruiting loyalists of the National Democratic Congress (NDC) into the service.
According to Vincent, “Our attention has been drawn to some dying-day sinister engagements of the executive director of the NSS.”
He said as the NDC prepares to go into opposition come January 7, 2017, the acting director is seizing the opportunity to appoint more NDC members into the service through illegal means.
Vincent indicated, “The acting director, who is also alleged to have meddled in some financial malfeasance, is on an appointment spree at the secretariat.”
He reported, “Most of these new appointments to district and regional director positions are being thrown at loyalists of the NDC in a worrying fashion.”
“While the common practice has been to engage the Public Services Commission in making new appointments, it can be confirmed that the acting.director has disregarded the part of the law which even mandates officers of the PSC to be represented on interview panels,” he said.
He indicated, “Again the positions being filled were not properly advertised as prescribed by legal standards.”
Vincent disclosed that “Even more worrying is the director’s resort to hiring a consultant who we are told was paid over GH¢100,000 for his services.”
